Charles B. Duff
Director
Charlie Duff is an experienced developer and planner and perhaps the greatest living authority on Baltimore’s architecture and development. In eighteen years as Jubilee’s President, Charlie has led a team that has built or rebuilt houses and apartments for thousands of Baltimoreans. Author of the Midtown Community Plan, he has been central in facilitating the revival of Baltimore’s four central neighborhoods. Charlie is a frequent lecturer on architectural history at the Walters Art Museum and the Johns Hopkins University. He is the past president of both the Baltimore Architecture Foundation and the Patterson Park Community Development Corporation. Charlie is a graduate of Amherst College and the Harvard Graduate School of Design.

Linda Harrington
Program Director for Neighborhood Revitalization
Linda Harrington is a native Baltimorean, with an extensive background in mortgage loan servicing. Linda is currently working in the neighborhoods of Midtown and Reservoir Hill, providing service to prospective homebuyers and existing homeowners with renovation projects. This service includes financial advice, technical assistance, neighborhood organizing and marketing. Linda advises on housing for the Reservoir Hill Improvement Council and has made strong contributions to the dramatic revival of Reservoir Hill.

Sally Otto
Project Manager & Historic Preservation Tax Credit Team Leader
Sally Otto has made Jubilee the busiest tax credit advisor in Baltimore. Sally has a varied professional background, including a variety of regulatory positions and five years of construction management experience. Sally leads the team that helps people use Baltimore’s remarkable set of tax incentives for historic rehabilitations. She and team have worked on more than 150 projects and secured more than $7 million in state tax credits for Baltimore rehabbers. Sally assists residents who are doing certified historic rehabilitations, from design and construction advice to completing tax credit applications.

Jeff La Noue
Project and Real Estate Development Manager
Jeff La Noue is a native Baltimorean with real estate development, historic tax credit, and neighborhood marketing experience. Jeff has worked on planning projects from locales ranging from downtown Baltimore to South Africa. Jeff is a manager of renovation, real estate development, and community revitalization projects. In addition, Jeff is Jubilee’s point person for the Charles North and Union Square/Hollins Market neighborhoods. Jeff has a BA in Economics from St. Mary’s College of MD and a Masters in Urban Planning from the University of Maryland-College Park.

Barbara Weeks
Project Manager
Barbara Weeks has built extensive knowledge of Baltimore history, historic land-use, and building research through work with the Maryland Historical Society. Barbara is overseeing a rehabilitation of a historic house in Mount Vernon. Barbara works with city and state historic tax credit clients doing certified historic rehabilitations.
