Jubilee Baltimore, TRF Development Partners Baltimore and Homes for America were awarded $10 million in low income housing tax credits to develop 69 units of affordable housing for artists. City Arts is located in Greenmount West, part of the Station North Arts and Entertainment District. There is a gallery and studio space located on the first floor of the building.  City Arts was completed in late November, and as of early March all of the apartments had been leased.  This is more than seven months ahead of the anticipated leasing schedule.

City Arts combines affordable housing with neighborhood revitalization. It strengthens the Station North Arts and Entertainment District and helps to revive the neighborhood of Greenmount West. City Arts is the first new residential building of any kind to be built in this neighborhood since the 19th century.
